The one million square kilometer tri-border area in the Sulu-Sulawesi Seas between southern Philippines, Indonesia, and Malaysia has long been a hub for transnational maritime crime and terrorist threats. In a landmark move, Philippines, Malaysia and Indonesia launched the trilateral agreement in 2017 for the navies, coast guards and air forces of these nations to undertake coordinated joint patrols to secure the Sulu Sea.
